Dale B. Christensen, R.Ph., Ph.D
Dr. Dale B. Christensen is a Professor and past Chairman of the Division of Pharmaceutical Policy and Evaluative Sciences at the School of Pharmacy at the University of North Carolina. His research interests are in the areas of drug taking compliance, pharmacoecomonics, evaluation drug policies, medication therapy management activities, and pharmacist cognitive services. Among the specific diseases studied are asthma, diabetes and mental illness. He directed the research effort on the Asheville diabetes project. He is well published in these areas and has presented his research findings internationally.
Prior to his academic career has had practice experience in community, hospital, and HMO pharmacies. Prior to coming to North Carolina, Dr. Christensen was a Professor at the University of Washington. He was the Principal Investigator on a large OBRA-90 demonstration grant to study the effects of paying pharmacists for value added or cognitive services. For the past ten years, he worked with the Medicaid agencies, first in Washington and now in North Carolina, on drug related issues. He has served as a member of each state’s Drug Use Review Committee. He is a member of and served in numerous leadership positions at the American Pharmacist’s Association (APhA). He was honored as an APhA Fellow in 1999. He received the APhA Research Achievement Award in 2000, and the Best Published Paper Award in the Social Economic and Administrative Sciences in 2003 and again in 2004. Dr. Christensen has a B.S in Pharmacy and M.S. in Pharmacy Management from the Oregon State University. He earned his Doctorate in Pharmacy Administration from the University of Minnesota and had a G.D. Searle Postdoctoral Fellowship in Pharmacoeconomics from the American Foundation for Pharmaceutical Education. |

Doug Penner, B.P.S.
Doug Penner is the President of Alentex Health (Canada), headquartered in Winnipeg, Manitoba. He has degrees in psychology and pharmacy, and is currently completing his Doctor of Pharmacy at the University of Minnesota. His professional career has spanned community, hospital, and industrial pharmacy environments with specialization in palliative care, oncology, and regulatory affairs. His involvement on various professional and government committees as well as his continuing role at the front–line of patient care has enabled him to identify and satisfy the numerous needs of persons involved in the health care arena.
As president of Alentex Health, he actively promotes patient health and the primary care role pharmacy can deliver. Alentex specializes in more complicated therapies associated with more challenging pharmaceutical care areas. Institutional drug delivery, innovative medicinal compounding, drug infusion services, pharmaceutical research and clinical trials, and nuclear medicine allow Alentex to provide the highest quality of product and services to those patients who require the greatest of care. |

Carolyn C. Roberts
Carolyn C. Roberts is the Health Policy Advisor to U.S. Senator
James Jeffords, Chief Executive Officer Emerita for Copley Health
Systems, and President of Connors/Roberts and Associates, a health
care consultation firm. Ms. Roberts has extensive experience in
health care administration, quality, accreditation, and health
care policy. She has served as the President and CEO at Copley
Health Systems and as the Health Policy Fellow to U.S. Senate
Health, Education, Labor and Pension Committee. Ms. Roberts is a
member of and has served in leadership positions in a number of
national and state professional organizations and commissions.
To name a few, she was the Chair of the Board of Trustees for the
American Hospital Association, Commissioner on the Board of
Commissioners for JCAHO, and Director on the Board of Directors
for Vermont Program for Quality in Health Care. She has been on
the editorial advisory boards of a number of health care journals.
Ms. Robert’s professional interests include health care policy
at the federal level, quality improvement, patient/consumer
safety, and rural health care issues. She has a Masters in
Business Administration from Northeastern University in Boston
with post graduate study in governance and negotiation. Her
undergraduate studies were in psychology at Duke University and
nursing at Pembroke College and Rhode Island Hospital School of
Nursing. |

John Santa, M.D.
Dr. John Santa is the Assistant Director for Health Projects at the Center for Evidence-based Policy at Oregon Health & Sciences University. The Center seeks to address policy challenges by applying the best available evidence through self governing communities of interest. The Center is currently engaged on behalf of multiple state Medicaid purchasers in the Drug Effectiveness Review Project. This Project seeks to provide the best evidence regarding comparative effectiveness and safety of prescription drugs. The Center and Dr. Santa have also provided consulting services to the Public Employees Benefit Board (Oregon's largest health benefits purchaser) focused on strategic planning and integration of evidence-based approaches related to PEBB's long term vision.
From December of 1999 to January of 2003 Dr. Santa was the Administrator of the Office of Oregon Health Policy and Research. During this period of time he was involved with issues related to the uninsured, Medicaid, prescription drugs, and evidence-based medicine. He was the principal investigator for two large grants during his state service; a HRSA grant to study state strategies to reduce the rate of uninsurance and a Robert Wood Johnson Foundation grant, State Coverage Initiatives, to develop, submit and implement a Medicaid waiver expanding coverage. He was the Chair of the Public Employees Benefit Board. Since leaving state government he has been involved in a variety of projects related to prescription drugs, disease management, health benefit design and other health policy topics. He currently practices General Internal Medicine at the Portland Veterans Administration.
Dr. Santa has served on the governing boards of multiple community and professional organizations. He is currently pursuing a Masters in Public Health at Portland State University. Dr. Santa graduated from Stanford University and Tufts Medical School in the 70s. He completed a residency in Internal Medicine in Portland in 1979. In the 90s Dr. Santa was the Corporate Medical Director for Blue Cross Blue Shield of Oregon. In the late 90s he was the Medical Director for one of Oregon's largest medical groups. |

Elizabeth A. Wennar-Rosenberg, M.P.H., D.H.A.
Elizabeth Wennar-Rosenberg is currently a principal with Business Advancements, LLC a consulting firm specializing in the planning and development of Medical Spas for health care providers (i.e., physicians and health systems/organizations).
In addition to her background in nursing, Dr. Wennar-Rosenberg holds a degree in Business Administration, a M.P.H. from Yale University’s School of Medicine Department of Epidemiology and Public Health and a doctorate from The Medical University of South Carolina (MUSC). She completed her doctoral research on policies associated with the importation of prescription drugs. Her primary interests are health care reform issues, fraud and compliance, entrepreneurial ventures, strategic thinking for organizations, managing change (conflict resolution), health and wellness resources management. She is the co-founder and owner of The Center for CosMedic Rejuvenation and Welness.
As President and CEO of Physician Health System she was responsible for external and internal affairs, strategic thinking/planning and business development (see resume for complete description). She has served as a consultant and advisor for Miss America, Miss USA and America’s Junior Miss candidates and was the founder and first Director for “The Body Shop” a fitness center for US military dependents located in the Far East Division. Other experience includes positions with health organizations and the United States General Accounting Office (GAO). She has appeared before Congress and State Legislatures as an expert witness. She has served on; AARP's National Legislative Council, academic/curriculum advisory committees for two universities and as a guest lecturer. Dr. Wennar-Rosenberg was recently nominated to serve on the International Medical Spa Association Board.

Jolene Wheeler
Ms. Wheeler is currently the Lead Aesthetician at The Center for CosMedic Rejuvenation and Wellness. She is a
graduate of the prestigious Catherine Hinds Institute of Aesthetics and specializes in skin analysis, customized facials
and peels, acne management, pre-operative skincare, and microdermabrasion. She works with the plastic surgeon and
dermatologist to promote best possible outcomes/results. She also provides make-up education/application and cover-up.
Ms. Wheeler continues to pursue advanced studies in skin and facial treatments. |

Arthur Zoloth, PharmD.
Arthur Zoloth, PharmD. is the Vice President of Professional Affairs for Northwest Pharmacy Services, a national pharmacy benefit management company, located in Puyallup, Washington.
With over 30 years experience in the pharmacy industry, he has held staff and pharmacy leadership positions in various hospitals and served in executive positions in pharmacy benefit management companies. He has been active in professional associations serving on the Board of Directors and as Chairperson on the Legislative Committee on the Washington State Pharmacy Association and served on the Washington State Board of
Pharmacy.
Dr. Zoloth holds a faculty appointment as a Clinical Professor of Pharmacy at the University of Washington. His professional interests include balancing quality care and cost-effective utilization of drugs. As an advocate of quality pharmacy care, he has provided testimony to the Washington State legislature and the US Congress. Dr. Zoloth has a doctorate in pharmacy from the University of California.
