Dana Noble R.N., M.B.A.: Executive Officer for Operations
Dana Noble is currently a Principal with HealthInova, a consulting firm specializing in management services such as strategic planning, entrepreneurial venture development and healthcare innovations. Ms. Noble has served as the executive director for an international professional association and has held executive and middle management positions in hospitals, health care systems, and a physician hospital organization. She has developed an expertise in the implementation of business strategies, new business development, performance improvement, and operations. Her interests include access to affordable prescription drugs, consumer directed health care, integration of care management across the continuum of care, quality and consumer safety, and creation of revenue centers for health systems. Ms. Noble has provided testimony to various state legislative committees and governors. She has been interviewed by the numerous newspapers and news wire services. Ms. Noble has a bachelor’s degree from Russell Sage College and a master’s degree in business administration from Western New England College.

Jennifer Fels, R.N., M.S.: Executive Officer for Standards and Surveys
Jennifer Fels is currently a Principal with HealthInova, a consulting firm specializing in management services, such
as strategic planning, entrepreneurial venture development, and healthcare innovations. With over 20 years experience in
clinical care and healthcare administration, she has developed an expertise in quality performance, patient/consumer
safety, systems design, and case management. She has lectured on performance improvement and the value of accreditation
to state pharmacy boards, in Washington, D.C. and in Winnipeg, Manitoba, Canada. She is the creator of Health Resources
Management, a case management program which captures clinical and financial outcomes in acute and outpatient settings.
She has also published in the area of case management, and has held adjunct faculty positions. Ms. Fels has served on the
New York State committee for setting of DRG severity weights, and participated the preparing the Final Report to the
President “Quality First: Better Health Care for All Americans” in Washington, DC. She has a bachelor’s degree in nursing
and a master’s degree in nursing administration from the State University of New York at Buffalo.
